"Missouri Legislature Passes Governor-Backed Puppy Mill Compromise
We’ve been updating News Alert readers since last summer about our efforts to pass common-sense, humane reforms for large-scale, commercial dog breeders in Missouri, the Puppy Mill Capital of America. On Election Day 2010, the state’s citizens approved Proposition B, the Puppy Mill Cruelty Prevention Act—and animal lovers around the country rejoiced!
Unfortunately, Prop B’s victory was just the beginning of what has become a long, drawn-out saga of might against right. In a startling development last Monday, April 18, the Missouri Department of Agriculture, representatives from the dog breeding industry, and a few agriculture special-interest groups and local animal welfare groups announced a so-called “compromise” agreement on puppy mill reform. Legislators tacked the language onto an unrelated agriculture tax bill as a last-minute amendment, and both chambers passed it on Wednesday, April 27. Governor Nixon, who played a part in arranging the compromise agreement, is expected to sign it into law.
“The ASPCA was not part of the negotiations and does not support the agreement,” says Cori Menkin, ASPCA Senior Director of Legislative Initiatives. “The language crafted by the participating groups is far from an actual compromise—instead, it guts many of the core provisions to protect dogs in commercial breeding facilities passed by voters last November.”
The agreement, which will nullify Prop B, allows the stacking of cages, leaves temperature, exercise and veterinary care requirements unenforceable, allows female dogs to be bred at every heat cycle with no rest between litters, and places no limit on the number of dogs a breeder may keep. Most significantly, it does not set specific standards, but defers to those set by the Missouri Department of Agriculture—which is free to change or lower these standards at will.
The ASPCA is willing to do whatever it takes to make sure the will of the voters is honored; to that end, we are poring over new language to determine our next steps. We are far from defeated, and the movement to protect thousands of dogs in Missouri’s puppy mills is not over! Loving little guy Baxter has been in the shelter since March. After multiple rescues/adoption attempts fell through, he once again is in need of a truly committed rescue or adopter to help him. Please email Officer Burrell before 8:30 AM WEDS. if you can give Baxter the opportunity he finally needs. The shelter says he is 'all love'. An active an playful puppy; he'd be great with kids of any age.

ADOPTION: If you want to adopt an animal in need, please request an adoption application from the shelter via email stating which dog or cat you wish to adopt. Please include the identification number and not just name alone. Completed applications are faxed back to the shelter for the approval process. Please be patient during this time - approved adopters will be contacted once it is completed. Full veterinary services and boarding are available at Four Paws Veterinary Hospital and transport of the animal to the hospital is arranged.


GA AND OUT-OF-STATE RESCUE: Please contact the Barrow officers for specific information. Approved GA licensed rescues can pull animals free of charge with the veterinary care being the responsibility of the rescue. Out of state rescue, please contact Barrow for more info. At this time, the shelter does not have specific out-of-state transport help, but may be able to assist with local, short distance transport if needed and the volunteers are available to do so.

IF YOU WISH TO SAVE AN ANIMAL IN NEED - PLEASE DON’T DELAY! Contact the shelter as early as possible to begin adoption/rescue preparations. Euthanization typically is on Wednesday mornings and Barrow is closed to the public. Contacting the shelter NO LATER THAN 5:00 on Tuesdays is in the best interest of the animals as it allows sufficient time to make adoption or rescue preparations without risk of last-minute issues. The shelter makes every available effort for the animals, but they need your timely and respectful cooperation to continue these efforts. Wednesday: please email the Barrow Co. officers BEFORE 8:30 AM if an animal is still in need of rescue.

Some people think they are hunting dogs and can't be pets. What a horrible and sad misconception. :-( Hounds make some of the best pets. This little girl appears to have a lot of Beagle in her and I know she could make someone very happy.

He has half of his left ear mising... :-(( It's a fresh wound and unfortunately it looks like it has been chopped off. :-((  Another misfortune that I just found out about is that he was attacked by another dog in his kennel and got several puncture wounds to his face as a result.  This fight was not started by Red, Red loves other dogs…

My question is, why wouldn't he take her back when finding out that the new home that he picked wasn't a good one??? Instead, he has her go to AC??? Hello, my name is Louis and I am a Pit Bull Terrier. I hear that my breed is the reason why I am still here. I don't understand that at all but there must be some truth to it because nobody seems to want me... I have been in this very dark and wet cell and I have been watching all the other dogs leave. They have gone to wonderful, loving homes. They get to play and sleep in a warm bed and they get to have friends - humans and canines. But I am still here. I try to look cute when people come to see me, yet they pass me by. That's a Pit Bull, they say... Here we go again. I just don't understand. :-( Isn't there anyone out there who could love me even though I am a Pit Bull? I am ready to be loved and to love. I am ready to be hugged and to hug back. I will protect and be loyal to my family... if a family would just give me a chance. But I am told I don't have much longer. The end of this week could be the end of my life... Please, I am begging you, I am not ready to die.

"It is not easy to conceptualize 20,000 lost lives. Studies, in fact, show that when we see one animal or one person in need, we feel an incredible amount of empathy and pain. But as that number goes up, our empathy actually goes down. No one knows why. Perhaps it is our brain’s defense mechanism to allow us to cope with horror and still be able to go on about our daily lives. If we could actually feel the pain of a genocide in Darfur or the slaughter that goes on in shelters every day, the pain would be so great we’d be paralyzed by it. Perhaps it is because as the numbers go up, we no longer see names and faces but statistics. In other words, we do not see “Baby” or “Justice” or “Patrick,” but just numbers: 20,000. Perhaps it is because when the numbers are high, it becomes “common” and therefore less foreign; a case of custom reconciling us to what would otherwise be seen as an atrocity. As hard as it is to conceptualize, as hard as it is to feel the pain when the number is that high, we have to try. When we stop seeing it for the bloody, inexcusable, unforgivable horror that it is, we lose a bit of our humanity. Some things you should know when working with us:


1.) Not all animals listed on this email are available TODAY! Please look at the “available date” under each animal picture to see when they can leave the shelter.


2.) When you reply to confirm dogs, please include in your email what rescue you work with.


3.) Dogs are not heartworm tested until a rescue confirms them (unless otherwise noted). If you CANNOT take a HW+ animal, please mention it when you confirm!


4.) We CANNOT guarantee the health of an animal. We focus on preventative health and do not have the resources to have every animal vet checked prior to placement.


5.) Pull fees MUST be paid at the time of confirming the animal, and at the absolute latest, when the animal is picked up from our shelter. We no longer invoice- sorry!


6.) PTS dates listed are approximate and are subject to change due to available space in the shelter and the health of the individual animal.

Attached is a picture of Nellie, a very pregnant Red Nose Pit Bull Terrier mom-to-be who is currently located on death-row at Liberty County Animal Control in Hinesville, GA.  Nellie is a tiny little thing, just look at the picture and notice how she does not even reach the knees of the person standing by her.  She is young and looks healthy and she is tremendously sweet to everyone.  She wants nothing more than to be loved on and thrives on attention.  Liberty County Animal Control is a dungeon...  It is wet, dirty and all around unsanitary.  If Nellie is given the chance to live until she has her babies, they will surely die in there.  The nights can still be cold and I have more than once found tiny puppies lying on cold, water soaked blankets, which gave them upper respiratory infections that would lead to euthanasia...  Please, if you can help Nellie and her unborn babies, let me know immediately or call Meike at 912-610-4239.

I'm doing a transport to Jacksonville, FL this Saturday morning.  I would be more than happy to pick Nellie up as well and bring her to you if you are in those parts.

Brindled Female dubbed Pantera
Pantera showed up at a kennel in the Ozarks. The kennel owner stuck her in
"with her Shih Tzu's" while she searched for an owner but after thirty days of
advertising and talking to landowners no owner could be found. Obviously, being
bred by Tzus is not in her best interest and the kennel owner doesnt want her
around. She is outside the city limits and cannot get animal control services
or this girl would of been gone by now!! She seeks foster based rescue as soon
as possible.

"Fiesty is 2 yrs old, born late 07 and weighs appx 45lbs. Her owners are elderly and the gentleman due to illness has become disabled and they are no longer able to care for Fiesty. Fiesty is a happy girl, bit timid of strangers but gives kisses once she knows you.
